Does hex apply to Eldritch Blast?
If there’s ever any question about whether something you’re doing counts as an attack, the rule is simple: if you’re making an attack roll, you’re making an attack. So Hex would definitely be applied to each of the the beams created by Eldritch Blast or Scorching Ray, since each individual beam has an attack roll.
Can you move hex between Eldritch blasts?
The key is that you can only move it on your turn at least one turn after the hexed creature reaches 0 hp. It doesn’t even matter that you can’t interrupt an Eldritch Blast. If the creature reached 0 hp on your turn – you can’t even move it straight after the Eldritch Blast.
